Get Informed | What is Chlorite / Chlorine Dioxide?

When chlorine dioxide (ClO₂) is used as a disinfectant or to address taste/odor issues in water treatment or wastewater treatment, the by-products that may form include chlorite (ClO₂⁻) and chlorate (ClO₃⁻). These anions (negatively charged ions) may occur as a detectable contaminant in sodium hypochlorous solutions (NaClO, also known as bleach) used in water treatment. In industrial water processing, these compounds can be formed when chlorine dioxide is used in pulp and paper operations, manufacturing waxes, textiles, dyes, explosives, herbicides, and even in processing leather. Note that there is a type of clay known as chlorite and a chlorite mineral, neither of which has anything to do with this discussion.

How Does Chlorite Become a problem?

Chlorite and chlorine dioxide adversely impact human development, the ability of the blood to carry oxygen, and can cause skin irritation, and potential respiratory issues. The EPA regulated chlorite because of concerns related to anemia or damage to nervous systems in the fetus, infants, and young children.

What are the Health Risks for Chlorite / Chlorine Dioxide?

Chlorite and chlorine dioxide enter the body primarily via consumption. There is very little information on the ability of these contaminants to enter the skin via dermal contact and it is unlikely inhalation is a primary route of exposure. When chlorine dioxide enters the body it is converted to chlorite and ultimately to chloride and released from the body via urination. Excluding airborne or vapor exposure, the consumption of chlorite and chlorine dioxide at relative low dosages has have been associated with respiratory issues, a reduction of the ability of the blood to carry oxygen, inhibited human development in infants or human fetuses, and irritation to the gastrointestinal system.

What are the Standards for Chlorite / Chlorine Dioxide?

The Stage 2 disinfection products rule expands the disinfection products to include chlorite. The EPA has set a MCL of 1.0 mg/L and MCLG of 0.8 mg/L for chlorite. From the 2018 edition of the Drinking Water and Health Advisory, the EPA has set a DWEL of 1.0 mg/L and a Life-time limit of 0.8 mg/L.

For chlorine dioxide, the EPA has set the maximum concentration in the drinking water at 0.8 milligrams per liter (mg/L) for both the MCL and MCLG.

One-Day HA: For chlorite and chlorine dioxide, the concentration of a chemical in drinking water that is not expected to cause any adverse noncarcinogenic effects for up to one day of exposure. The One-Day HA intended to protect a 10-kg child consuming 1 liter of water per day is 0.8 mg/L.

Ten-Day HA: For chlorite and chlorine dioxide, the concentration of a chemical in drinking water that is not expected to cause any adverse noncarcinogenic effects for up to ten days of exposure. The Ten-Day HA intended to protect a 10-kg child consuming 1 liter of water per day is 0.8 mg/L.

Chlorite is not considered by the EPA to be a human carcinogen. In California the health guidance is 0.05 mg/L because of concerns related to effects on "blood chemistry".

For chlorate, the EPA does not a have a MCL or MCLG and California has only a notification requirement if present at a concentration of 0.80 mg/L. The World Health Organization has a guideline of 0.7 mg/L. There is no current maximum contaminant level (MCL) for chlorate.

Get Tested | Chlorite / Chlorine Dioxide

You should get your water tested for chlorite and chlorine dioxide if your drinking water is treated with chlorine dioxide or if you are near a manufacturer or industrial site that uses chlorine dioxide or near a landfill or waste disposal area. If you are on a "city water" source, we recommend contacting the authority and reviewing the Consumer Confidence Report that your water supplier may generate.

Notes on Level 1 Testing for Chlorite / Chlorine Dioxide

Chlorine dioxide has a taste and odor threshold of 0.4 mg/L and has a taste/smell similar to chlorine. Since it rapidly converts to chlorite, which is an anion, the presence of a strong chlorine odor and the use of chlorine dioxide by the water supplier would suggest the need for testing for these disinfection by-products. If you are using a groundwater source in an area with an industrial user or manufacturer of chlorine dioxide and the water has a chlorine smell, it would be advisable to test for this disinfection byproduct.

Observations for Chlorite / Chlorine Dioxide

If you have city water, you may have a problem with chlorite, if:

  • The water has a strong chlorine odor
  • The original source of the water is from a surface water source, such as a lake, stream, or reservoir
  • You reviewed your Consumer Confidence Report and the water supplier has informed you that there is chlorite in the water

Level 2 | Do-It-Yourself Water Testing

Level 2 Testing is Do-It-Yourself testing that can be done in your own home using a Testing Kit. After you’ve done Level 1 Testing, Level 2 Testing can confirm if your observations are correct. If your test results reveal the presence of a contaminant that is cause for concern, you can either proceed to determine the best treatment (see below) or continue to Level 3 Testing.

There are a number of low-cost test kits to screen your water for the presence of chlorine dioxide and there are some more complex screening tests for chlorite. There are also a number of easy-to-use low-cost methods of monitoring your water for total and free chlorine.

Level 3 | Informational Water Testing

Level 3 Testing is done through an accredited Water Testing Laboratory. With Level 3 Testing, you can order a testing kit that is used to prepare your sample and submit it to the lab. By utilizing a lab, you have the assurance that a certified water expert had analyzed your water sample. If your test results reveal the presence of a contaminant that is cause for concern, you can either proceed to determine the best treatment options (see below) or continue to Level 4 Testing - Certified Testing.

Notes on Level 3 Testing for Chlorite

Some informational water testing kits provide testing for disinfection by-products, however many of these kits do not include the necessary field testing or screening. We recommend that you consider purchasing a pH and conductivity probe and, if you are on city water, some chlorine test strips and a "city water" test kit.

Level 4 | Certified Water Testing

A Level 4 Certified Test Test uses chain-of-custody with a water professional coming to your home to prepare the water sample and then works with an accredited laboratory in order to certify your test results. This type of testing not only gives you the highest level of assurance in the accuracy of your test results, but can also be used as a document in legal cases. For Baseline Testing, we recommend that you use Certified Testing.

Notes on Level 4 Testing for Chlorite

If you are considering certified testing for chlorite, it may be advisable to also document the pH, conductivity, chloride, total dissolved solids, and total organic carbon. If you are using a groundwater or a spring source, it may also be advisable to test for other oxychlorine species like: perchlorate (ClO₄⁻) and chlorate (ClO₃⁻). (Perchlorate has no drinking water MCL or MCLG, but the DWEL is 0.025 and the Life-time limit is 0.015 mg/L).

Get Treatment | Chlorite

Based on available research, the primary way of removing chlorite/chlorate is by not creating it in the first place or modification of the treatment process for the municipality, authority, or water company to reduce its generation. Available research suggests that chlorite/chlorate can be removed from water using proven technologies like distillation and Reverse Osmosis. Granular-activated-carbon and anion-exchange resins have a limited effectiveness. (Source) The EWG drinking water database indicates that chlorite was detected in 27 states and over 1200 utilities, but at no time was the level above the legal limit. (Source)

Short Term Treatment

For the short-term, it may be advisable to use a point-of-use granular-activated-carbon filter with a home distillation system or bottled water for potable water consumption.

Long Term Treatment

For the long-term, it would be wise to attempt to adjust the treatment system to limit or reduce the amount of chlorine dioxide and to make sure to use NSF-approved disinfection agents. This may require reducing the oxidant concentration, prolonging reaction time, adjusting pH, better controlling the storage of these chemicals, changing the Alkalinity of the water, reducing precursors, and modifying the treatment process. If this sounds like the average homeowner is not up to this, you would be correct. This is up to the professionals who manage the water treatment for your city, authority, or local water company.

If you are using well water or spring water, this is one reason we strongly suggest using an NSF-approved chemical to shock disinfect your well or spring box. Because of the nature of the contaminant, it is unlikely that a whole-house water treatment system would be advisable, but it may be advisable to develop a point-of-use treatment system to "polish" your drinking water and it is critical to hire a professional to figure out what treatment would best meet your specific needs.
